• Prohibits vehicle lessors from renting, leasing, or offering vehicles subject to manufacturer's recalls until all required repairs are completed within 48 hours of receiving recall notice.

• Allows temporary repairs if permanent remedy is unavailable, with requirement to complete permanent repairs before renting vehicle once remedy becomes available.

• Creates new chapter establishing peer-to-peer motor vehicle sharing organization definitions and requirements, including "lessee," "lessor," and "peer-to-peer motor vehicle sharing agreement."

• Requires peer-to-peer motor vehicle sharing organizations to register with the director of taxation for a one-time $20 fee and maintain a certificate of registration at their place of business.

• Effective date July 1, 2050.
