Establishes a red light running committee within the Department of Transportation to develop policy recommendations for photo red light imaging detector system pilot programs in Honolulu, Maui, Kauai, and Hawaii counties.

Requires that all pilot programs be conducted directly by the state or jointly with counties, with enforcement and maintenance not contracted to third-party vendors.

Committee must estimate staffing needs, capital improvement costs, determine appropriate pilot program locations, and develop evaluation metrics focused on public safety and reducing pedestrian fatalities.

Committee membership includes representatives from the courts, public defender's office, state highway safety council, county police departments, county prosecutors' offices, and county transportation officials.

Committee shall submit report with findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2020 regular session convening.
