SB 666 Summary

• Establishes the Hawaii Airports Corporation as an independent state entity to assume all authority, powers, functions, duties, and responsibilities of the Department of Transportation related to aeronautics and airports management.

• Creates a 9-member board of directors appointed by the governor, with at least one resident from each county and two members appointed from lists submitted by the senate president and house speaker; board members serve 4-year terms with an 8-year consecutive service limit.

• Grants the corporation authority to develop, manage, operate, and maintain state airports; establish rates and charges; issue revenue bonds; exercise eminent domain; and adopt administrative rules, subject to chapters 103D and 104.

• Requires all construction contractors working on airport projects to enter into project labor agreements with labor organizations; requires food and beverage concessionaires to have valid labor agreements prohibiting strikes during contract periods.

• Appropriates $3,000,000 from the airport revenue fund for fiscal year 2019-2020 to implement the transfer of functions from the Department of Transportation to the corporation, with transfer completion by December 31, 2022.
