S.B. 674 Summary

• Amends Chapter 453J to expand the prohibition on conversion therapy to include both sexual orientation and gender identity (previously addressed only sexual orientation change efforts)

• Prohibits licensed professional counselors from engaging in or attempting to engage in conversion therapy on persons under 18 years of age, or advertising such practices

• Defines "conversion therapy" as practices seeking to change sexual orientation or gender identity, including efforts to change behaviors, gender expressions, or romantic attractions, while explicitly excluding counseling that supports gender transition or provides acceptance and support without seeking to change orientation or identity

• Makes violation of the prohibition subject to disciplinary action by the appropriate professional licensing authority

• Takes effect on July 1, 2050
