Amends Hawaii Revised Statutes section 291C-33 to update pedestrian-control signal regulations, which were last substantively amended in 1981

Adds countdown timers as a recognized pedestrian-control signal type, along with existing "Walk," "Don't Walk," walking person symbols, and upraised palm signals

Prohibits pedestrians from starting to cross once a countdown timer begins, but allows those already partially across to complete crossing before the timer ends

Clarifies that pedestrians may proceed across roadways on "Walk" signals with right-of-way from vehicles, and must not start crossing on "Don't Walk" signals but may complete partial crossings

Takes effect on July 1, 2019
