Amends Section 346D-2 of Hawaii Revised Statutes to expand eligibility for Medicaid waiver programs providing comprehensive home and community-based services.

Adds a new category of individuals eligible for services: those requiring home care more than twice weekly, lacking reliable transportation access, and living 30 or more miles from the nearest hospital.

Maintains existing eligibility for aged, chronically ill, disabled, developmentally disabled, and individuals with intellectual disabilities populations.

All eligible individuals must be certified as requiring acute, skilled nursing, intermediate care facility, or intermediate care facility for individuals with intellectual disabilities level of care.

Takes effect upon approval.
