Requires the Hawaii Judiciary to post titles of all court filings and minutes of proceedings in paternity cases on its website, with sensitive information redacted as required by statute or court order.

Allows courts to close proceedings and seal records upon request of a party for good cause, though case titles and final orders must remain publicly accessible.

Amends section 571-84 to include references to the new confidentiality provisions for paternity cases under chapter 584.

Modifies section 584-20 to establish that confidentiality requirements in paternity cases do not apply to cases filed on or after the effective date of this Act.

Takes effect on January 1, 2021, and does not affect rights, duties, or proceedings that existed before the Act's effective date.
