Establishes a parking cash-out working group to research offering cash allowances to employees in lieu of employer-subsidized parking to reduce traffic congestion and improve air quality.

Working group shall address benefits and impacts of the program, costs, the appropriate state department for administration, and potential alternative programs to reduce greenhouse gas emissions.

Working group membership includes chairs of senate and house transportation committees (as co-chairs), chairs of commerce committees (as vice-chairs), vice chair of senate commerce committee, one senate appointee, one house appointee, and one Chamber of Commerce Hawaii representative.

Working group may request assistance from the department of transportation and department of human resources development and shall report findings and recommendations to the legislature no later than twenty days before the 2020 regular session convenes.

Working group members serve without compensation but receive expense reimbursement; working group dissolves on June 30, 2020; act takes effect July 1, 2019.
