Establishes a P-20 agriculture education coordinator position within the University of Hawaii at Manoa College of Tropical Agriculture and Human Resources to oversee the preschool through post-secondary agriculture education working group and lead implementation of a coordinated statewide framework.

Directs the coordinator and working group to prioritize teacher training in agriculture and food systems education, integrate agriculture education into core curricula at all levels, establish support positions for teacher development, and conduct ongoing needs assessments and progress evaluations.

Requires the coordinator to maintain communication and collaboration with the P-20 agriculture education working group and its subcommittees, cultivate partnerships with relevant initiatives including the Department of Labor and Industrial Relations agriculture workforce advisory group, and submit annual reports to the legislature with findings and recommendations.

Appropriates an unspecified sum of general revenues for fiscal years 2019-2020 and 2020-2021 to fund the 1.0 full-time equivalent coordinator position within the University of Hawaii.

Takes effect on July 1, 2052.
