Allows minors 14 years and older to consent to mental health treatment or counseling services from a licensed mental health professional or mental health professional without parental consent, if the professional determines the minor is mature enough to participate intelligently.

Requires mental health professionals to ask minors whether they want services kept confidential from parents or guardians and to explain what confidentiality means as a standard of care.

Prohibits covered entities from disclosing billing information or payment details to parents or guardians who are policyholders if the minor received services without their consent or participation.

Establishes that minors cannot be held liable for out-of-pocket payments for mental health services, and parents are only liable for payments if they participated in the services.

Expands the definition of "mental health professional" to include individuals working under supervision who are either enrolled in accredited training programs or have completed all licensing requirements except supervised post-degree experience or examination.
