Expands collective bargaining negotiations to include health benefits under the Hawaii Employer-Union Health Benefits Trust Fund (EUTF), in addition to contribution amounts.

Removes the exclusion of EUTF benefits from matters excluded from negotiation, allowing unions to bargain over both benefits and state/county contributions to the fund.

Eliminates the prohibition on using arbitration to resolve impasses or disputes over EUTF contribution amounts, making EUTF contributions subject to binding arbitration like other bargaining issues.

Removes the requirement that EUTF contribution disputes be submitted to the legislature for resolution if parties cannot reach agreement within 10 working days after arbitration.

Takes effect January 1, 2050.
