Amends Section 329-38.2 of the Hawaii Revised Statutes to create exemptions from the requirement that prescribers query the electronic prescription accountability system before prescribing Schedule II, III, or IV controlled substances.

Exempts prescriptions for a supply of three days or less made in emergency situations, by emergency medical providers, or in emergency rooms.

Exempts prescriptions that will be administered directly to a patient under the supervision of a health care provider in inpatient settings; requires a medically-indicated query when the patient is initially admitted for inpatient care at a hospital.

Exempts initial prescriptions for patients being treated for post-operative pain, limited to a three-day supply with no refills, consistent with 2016 Centers for Disease Control and Prevention recommendations.

Exempts prescriptions for patients with a terminal disease (defined as an incurable and irreversible disease expected to cause death within six months) receiving hospice or palliative care, and prescriptions issued when the system is nonfunctional.
