Authorizes pharmacies registered with the Drug Enforcement Administration as authorized collectors to accept return of prescription drugs for disposal only.

Prohibits pharmacies from redispensing returned prescription drugs or accepting them in exchange for cash or credit.

Requires pharmacies to use secured collection receptacles complying with federal regulations (21 CFR 1317.75) or mail-back programs for drug disposal.

Mandates the pharmacist-in-charge ensure only DEA-approved reverse distributors acquire prescription drugs collected through collection receptacles and mail-back programs.

Takes effect upon approval.
