Requires all new places of public accommodation and state building construction built or substantially modified after December 31, 2020, to provide baby diaper-changing accommodations equally accessible to men and women (either two separate accommodations or one unisex accommodation per floor with public restrooms).

Mandates that all new establishments provide baby feeding accommodations consisting of a safe, sanitary, private place with a chair and small table for feeding a baby.

Establishes a hardship exemption if compliance creates no reasonable physical option, costs exceed 10% of construction/modification costs for diaper-changing accommodations, or exceeds a specified percentage for baby feeding accommodations.

Violations constitute unlawful discriminatory practices enforceable through private cause of action in district court with potential recovery of attorneys' fees, court costs, and $100 in damages; excludes enforcement by the Hawaii Civil Rights Commission.

Effective date is January 1, 2050.
