• Requires rental companies to provide safety helmets to moped and motor scooter renters, or allow renters to provide their own helmets, before operating the vehicles on any roadway.

• Exempts riders who possess a valid motorcycle license or equivalent license from another state from the mandatory helmet requirement when renting mopeds or motor scooters.

• Prohibits rental companies from renting any moped or motor scooter that has aftermarket modifications to the motor that exceed two horsepower (1,492 watts) or that do not comply with manufacturer specifications.

• Establishes mandatory helmet requirements for moped operators and passengers under 18 years of age, with helmets securely fastened with a chin strap.

• Takes effect July 1, 2050.
