Amends Hawaii Revised Statutes Section 667-51(a) to make minute orders appealable in foreclosure cases, in addition to judgments.

Minute orders entered on a decree of foreclosure that incorporate an order of sale or adjudication of a deficiency judgment right shall be final and appealable.

Minute orders entered on an order confirming the sale of foreclosed property shall be final and appealable if the circuit court finds no just reason for delay and certifies the order as final under Hawaii Rules of Civil Procedure Rule 54(b).

Appeals from deficiency judgments cannot raise issues about the debtor's liability for the deficiency (only the amount) and do not affect the finality of title transfer from the sale confirmation order.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
