Requires mandatory inspection and certification of all Hawaii-grown green coffee beans by the Department of Agriculture for grade and origin if shipped out of the district of origin, with an exemption for shipments of 100 pounds or less.

Authorizes inspections to be performed at the request of persons with financial interest in the commodities or as mandated by the new mandatory inspection requirement for green coffee beans.

Changes inspection fee structure to a uniform per-pound basis, with fees charged when inspections are requested by interested parties or mandated by the green coffee bean requirement.

Allows the Department of Agriculture to assess reasonable travel expenses and extraordinary service charges for inspections involving unusual costs.

Takes effect July 1, 2050.
