S.B. 901 Summary

• Requires the Department of Health to adopt rules for onsite non-potable water reuse systems by January 1, 2021, based on the National Blue Ribbon Commission for Onsite Non-potable Water Systems' guidance.

• Establishes legislative intent to support Hawaii's freshwater security initiative, which aims to increase water security by 100 million gallons per day by 2030, including doubling wastewater reuse to provide an additional 30 million gallons per day.

• Recognizes that onsite water reuse systems for non-potable applications have proven safe and feasible in Hawaii, New York, California, Japan, Australia, and other locations, particularly for high-rise and mid-rise developments.

• Notes that a water reuse task force was organized by the Department of Health in 2018 to identify policies for scaling water reuse throughout Hawaii, and informed the development of this Act.

• Takes effect upon approval.
