• Establishes a two-year free application day pilot project at the University of Hawaii for the 2020-2021 and 2021-2022 academic years.

• Waives all application fees for prospective students who qualify for Hawaii resident tuition on a designated application day for each academic year.

• Requires the University of Hawaii to provide public notice of the free application day at least 60 days in advance through statewide publication, internet, or other appropriate means.

• Takes effect on July 1, 2050.
