Establishes a statewide sustainability division within the office of planning to coordinate and implement Hawaii's sustainability goals and policies across state agencies.

Defines sustainability as using, developing, and protecting resources to meet current needs while adapting to climate change and ensuring future generations can meet their needs from environmental, economic, and social equity perspectives.

Sets sustainability objectives for state agencies including efficient resource use, support for economically distressed communities, renewable energy investments, habitat protection, and coordination of United Nations sustainable development goals.

Appropriates funds for fiscal years 2019-2020 and 2020-2021 to establish the division and create five full-time positions: one secretary III, two planner IVs, and two planner Vs.

Takes effect July 1, 2100.
