Appropriates funds to the Hawaii Health Systems Corporation for fiscal years 2019-2020 and 2020-2021 to improve cardiac care services at Hilo Medical Center (specific dollar amounts not filled in).

Funds shall be used to recruit and employ two additional cardiologists and establish an invasive cardiology practice.

Authorized uses include support staff costs, training for catheterization lab and intensive care unit staff, medical devices, medications, cardiac catheterization lab equipment, intensive care unit equipment, diagnostic laboratory equipment, and a certified lab technician.

Takes effect on July 1, 2050.
