Requires Hawaii's land court to accept valid government-issued photographic identification (such as passports or driver's licenses) from the United States, Hawaii, or other states as evidence to prove a person's full name.

Allows certified copies of government-issued photographic identification, attested by affidavit under penalty of perjury, to be accepted in lieu of original documents.

Mandates that the land court give full faith and credit to public acts, judgments, and orders from other states that recognize name changes through common law doctrine of usage or other methods.

Addresses problems encountered primarily by women whose names changed through marriage when dealing with land court, particularly when marriage certificates do not document name changes.

Takes effect upon approval.
