Reduces the University of Hawaii Board of Regents from 15 members to 11 members, effective July 1, 2030.

Modifies geographic representation requirements: maintains 2 members each from Hawaii and Maui counties and 1 from Kauai, reduces Honolulu representation from 7 to 5 members (with 3 in the first congressional district and 2 in the second congressional district).

Removes the provision allowing student board members to be reappointed for one additional term after leaving student status.

Establishes that holdover board members cannot serve beyond the end of the first regular legislative session following their term expiration.

Requires the Board of Regents to hold the university president and administration accountable for decisions, actions, and leases that incur additional costs to the university.
