Proposes a constitutional amendment to repeal the requirement that the Governor appoint University of Hawaii Board of Regents members from candidate pools presented by the Candidate Advisory Council for the Board of Regents.

Modifies Article X, Section 6 of the Hawaii State Constitution to allow the Governor to nominate and appoint Board of Regents members with Senate advice and consent, as provided by law, without the candidate pool restriction.

Requires a ballot measure asking voters: "Shall the constitutional requirement that the governor make appointments to the board of regents of the University of Hawaii from pools of qualified candidates presented to the governor by the candidate advisory council for the board of regents of the University of Hawaii be repealed?"

Maintains existing constitutional provisions that the Board shall have at least some membership representing geographic subdivisions of the State and exclusive jurisdiction over the university's internal structure, management, and operation.

Becomes effective on July 1, 2030, following compliance with Article XVII, Section 3 of the Hawaii State Constitution regarding constitutional amendments.
