Appropriates state general revenue funds to support Native Hawaiian student services at the University of Hawaii at Manoa, which currently serves over 2,600 Hawaiian students.

Provides funding for four full-time equivalent (4.0 FTE) positions: one Hawaiian student-faculty engagement specialist, one research engagement and transfer specialist, two program support assistants, and additional program support and services.

Funding includes salaries and fringe benefits for the three staff positions and additional resources for program operations in fiscal years 2019-2020 and 2020-2021.

Addresses the expiration of a federal grant in 2019 by establishing permanent state funding to ensure adequate staffing for Native Hawaiian student services programs focused on leadership development, Hawaiian research, and student success.

Takes effect July 1, 2050.
