Excludes student transportation costs from the per-pupil funding amount that charter schools receive, effective beginning with fiscal year 2012-2013 and each fiscal year thereafter.

Requires student transportation costs for charter school students to be included in the department of budget and finance's annual budget request separate from per-pupil allocations.

Grants the state public charter school commission authority to determine qualifications for school transportation and set any associated fees or payments for students.

Continues to exclude fringe benefit costs and debt service from per-pupil funding calculations, with fringe benefits to be included in the department of budget and finance's annual budget request.

Takes effect upon approval.
