Requires presidential and vice presidential candidates to post their most recent income tax returns on the internet for free public access at least 60 days before and through the general election date to be placed on Hawaii's ballot.

Allows candidates to redact social security numbers, personal identification numbers, names of minor dependents, and home addresses from posted tax returns.

Defines "income tax return" as an individual income tax return under section 6011(e)(3)(C) of the Internal Revenue Code of 1986, as amended.

Prohibits Hawaii electors from voting for any presidential or vice presidential candidate unless both candidates have publicly posted their most recent income tax returns meeting the same 60-day posting requirement and redaction conditions.

Takes effect upon approval; includes severability clause allowing remaining provisions to stand if any part is ruled invalid.
