Amends Hawaii Revised Statutes Section 46-88 to add new subsection (11) granting county fire departments and building permitting agencies explicit authority to enter property with reasonable notice to investigate exempt agricultural buildings for compliance with exemption requirements.

Allows county agencies to apply to district court for a warrant and police assistance if property owners refuse entry after reasonable notice is provided.

Removes certificate of occupancy requirements for permit-exempt agricultural structures.

Establishes aggregate floor area limits for exempt agricultural buildings: 5,000 sq ft for lots ≤2 acres; 8,000 sq ft for lots >2 but ≤5 acres; and 8,000 sq ft plus 2% of acreage for lots >5 acres.

Becomes effective July 1, 2019.
