Requires owners or occupiers of subdivided, sold, or leased agricultural land (classified as productivity rating A or B) to provide written notice to the Land Use Commission within 30 days specifying the agricultural uses for which the land was transferred.

Transfers enforcement authority over agricultural land conditions, restrictions, uses, and subdivisions from county zoning officers to the Land Use Commission.

Grants the Land Use Commission power to enter and inspect agricultural properties upon reasonable notice, obtain court warrants if entry is refused, issue cease and desist orders, subpoena landowners, and assess fines and liens for violations.

Appropriates $150,000 to the Land Use Commission for fiscal years 2019-2020 and 2020-2021 to support enforcement duties under the Act.

Takes effect July 1, 2019.
