Authorizes issuance of general obligation bonds and appropriates $200,000 for fiscal year 2020-2021 to construct an invertebrate and plant propagation facility and baseyard improvements on Oahu for Hawaiian snail rearing and species conservation.

Appropriates $150,000 for fiscal year 2020-2021 to construct a predator-proof fence on Oahu to protect snail populations in the Koolau mountains.

Appropriates $150,000 for fiscal year 2020-2021 to construct a predator-proof fence on Maui to protect snail populations in the West Maui mountains.

Authorizes relocation of existing invertebrate captive rearing facilities from Kawainui to the Waimano baseyard in Oahu to provide a secure, flood-resistant location for endangered Hawaiian tree snails and other rare species.

Appropriations shall not lapse before June 30, 2022; all unencumbered funds lapse as of that date; Act takes effect July 1, 2019.
