Amends Section 312-3.6 to designate that moneys from section 523A-19(c) be deposited into the libraries special fund, in addition to existing deposit sources.

Modifies Section 523A-19(c) to change the time limitation for claiming unclaimed property funds from ten years to five years (effective July 1, 2019 for certain fund amounts).

Directs unclaimed funds below a specified threshold amount to escheat to the libraries special fund upon expiration of the claim period, while funds above that threshold escheat to the general fund.

Establishes tiered time limitations for different categories of unclaimed funds based on deposit dates and fund amounts, with ten-year and five-year periods applying to different groups.

Effective date of July 1, 2051.
