Clarifies when a pedestrian is lawfully within an intersection or adjacent crosswalk: when any part or extension of the pedestrian (including body, wheelchair, cane, crutch, or bicycle) is beyond the curb or edges of the traversable roadway or moves onto the roadway.

Amends Hawaii Revised Statutes Section 291C-32 to add the pedestrian definition to traffic control signal requirements, ensuring drivers yield to pedestrians lawfully within intersections and crosswalks.

Amends Hawaii Revised Statutes Section 291C-72 to add the same pedestrian definition when drivers must stop for pedestrians crossing roadways within crosswalks.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
