Renames the "teacher national board certification incentive program" to the "national certification incentive program" and expands eligibility to include school psychologists certified by the National Board for Professional Teaching Standards or the National Association of School Psychologists.

Increases annual bonus for maintaining national certification from $5,000 to $5,000 with up to $1,500 upon completing certification components, plus reimbursement of application fees and an additional $5,000 annual bonus for educators at schools identified for comprehensive or targeted support, with high turnover rates, or designated as hard-to-fill.

Adds a new $5,000 annual bonus for educators who continue working at the same school after it loses its qualifying designation, maintaining the bonus until their certification expires or they leave the school.

Clarifies that teacher incentive programs, bonuses, and compensation beyond regular wages for charter schools shall be excluded from per-pupil funding calculations and funded as separate line items in the general and supplemental appropriations acts beginning fiscal year 2019-2020.

Appropriates unspecified sums from general revenues for fiscal years 2019-2020 and 2020-2021 to fund collective bargaining bonuses and national certification incentive program bonuses for both public school and charter school teachers and school psychologists.
