Department of Business, Economic Development, and Tourism (DBEDT) shall engage a consulting firm to conduct a study evaluating policies and organizational changes needed for a technology-based economic development strategy.

Study shall focus on the Hawaii Strategic Development Corporation, Hawaii Technology Development Corporation, Pacific International Space Center for Exploration Systems, Aerospace Advisory Committee, and Natural Energy Laboratory of Hawaii Authority.

Consulting firm shall develop a technology-based economic development strategy with objectives and benchmarks for three, five, and ten-year periods, referencing the December 2014 Innovation Framework Forward report and October 31, 2016 Hawaii Statewide Comprehensive Economic Development Strategy.

Study shall recommend organizational changes within DBEDT programs to facilitate successful implementation of the technology-based economic development strategy.

General revenues appropriation authorized for fiscal year 2019-2020 for DBEDT to engage the consulting firm to conduct the study.
