S.B. 996 Summary

• Requires rental motor vehicle lessors operating more than 200 light duty passenger vehicles statewide to incorporate zero-emission vehicles into their fleets according to a schedule: 10% by July 1, 2025; 25% by July 1, 2030; 50% by July 1, 2035; 75% by July 1, 2040; and 100% by July 1, 2050.

• Mandates annual reporting by December 1 beginning in 2021, with lessors providing the director details on make, model, license plate number, and fuel type of each rental vehicle in their fleet.

• Imposes a fine of $1,000 per month for each zero-emission vehicle below the required number in a lessor's fleet.

• Establishes the Hawaii zero-emission vehicle infrastructure special fund administered by the Department of Transportation, funded by fines collected under this act.

• Creates a competitive grant program to fund zero-emission vehicle fueling infrastructure development, with priority given to proposals supporting large-scale integration into rental motor vehicle fleets; recipients must provide at least 20% matching funds.
