SB997 Summary

• Establishes the Stadium Development District under the Hawaii Community Development Authority (HCDA) to oversee redevelopment of Aloha Stadium and surrounding state property under the stadium authority's jurisdiction.

• Exempts the stadium development district from standard HCDA community development plan requirements, allowing expedited development consistent with the Aloha Stadium Conceptual Redevelopment Report dated February 23, 2017.

• Grants the HCDA executive director authority to coordinate property conveyance, conduct remediation, develop infrastructure, and solicit vendors for mixed-use stadium development including recreational, residential, educational, and commercial uses.

• Appropriates $50,000,000 in general revenues for fiscal year 2019-2020 and authorizes $150,000,000 in reimbursable general obligation bonds and $150,000,000 in general obligation bonds to establish the district and construct a new stadium.

• Transfers fee simple title of specified Aloha Stadium parcels from the department of land and natural resources to the stadium authority, with work to initiate transfer by December 31, 2019.
