Requests the Auditor to assess the social and financial effects of mandating health insurance coverage for cannabidiol oil derived from industrial hemp, as proposed in H.B. No. 20 (2019 Regular Session).

Requires assessment to be conducted pursuant to Hawaii Revised Statutes sections 25-51 and 23-52, which mandate legislative review of proposed health insurance coverage mandates before consideration.

Directs the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convening.

Defines industrial hemp as cannabis plants with delta-9 tetrahydrocannabinol concentration not exceeding 0.3 percent on a dry weight basis under Hawaii's Industrial Hemp Pilot Program.

Requires certified copies of the resolution to be transmitted to the Auditor and Insurance Commissioner.
