Request the State Auditor to conduct a comprehensive management audit of the City and County of Honolulu Department of Environmental Services (ENV).

Audit should examine appropriateness of utility legislation, public health and environmental impacts of ENV's current plans versus zero-tolerance violation policies, and best use of funds for wastewater treatment technologies.

ENV collects approximately $800 million annually in monthly base unit fees ($80 per month per resident and commercial establishment) for wastewater infrastructure operation and maintenance.

Audit should evaluate ENV's compliance with the 2010 Consent Decree requirement to use "Best Available Technology" as recognized by the American Society of Civil Engineers, Hawaii Chapter.

State Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.
