State Energy Office and Department of Agriculture must create and implement a strategic plan to integrate renewable energy development with local food production in a symbiotic relationship.

Strategic plan must include findings and recommendations on land use policy, protected agriculture, agricultural technology, legislation needed at state and county levels, mutually-beneficial relationships between agriculture and energy, and potential conflicts and solutions.

State Energy Office must submit report with findings, recommendations, proposed legislation, and strategic plan to Legislature by twenty days before the 2020 Regular Session convenes.

State Energy Office must submit second report with findings, recommendations, proposed legislation, and economic impact report to Legislature by twenty days before the 2021 Regular Session convenes.

Certified copies of the resolution must be transmitted to the Administrator of the State Energy Office and the Chairperson of the Board of Agriculture.
