Requests the State Auditor conduct a sunrise review of proposed registration and regulation of transient vacation rental owners as "professional guest house operators" under S.B. No. 960 from the 2019 Regular Session.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convening.

Notes that transient vacation units are increasingly located in residential areas in violation of zoning laws, often operated by absentee owners without on-site employees or established health and safety standards.

Identifies gaps in current regulation: counties use different licensing processes and registration numbers, and Act 204 (2015) requires registration identification numbers in advertisements but provides no definition.

Proposes that a centralized, publicly searchable database of transient vacation units maintained by the Department of Commerce and Consumer Affairs would improve identification of properly registered properties and aid enforcement efforts.
