Department of Health must provide analysis and recommendations on establishing a certification process, oversight board, and reimbursement process for community health workers

Department must analyze existing state policies on community health worker certification and study feasibility of designating a state agency or community health workers association for oversight

Department should recommend legislation to support certification and provide best practices related to contract language and budget management

Department must consider nine competency standards for certification including oral/written communication, cultural competency, navigation of health care systems, advocacy skills, teaching abilities, outreach knowledge, health literacy, ethics/confidentiality understanding, and health information technology competency

Department must report findings and recommendations to the Legislature no later than twenty days before the 2021 Regular Session convening
