State departments and agencies are requested to hold at least one hearing on each of the islands of Hawaii, Kauai, Lanai, Maui, Molokai, and Oahu before adopting any administrative rule with statewide effect.

State departments and agencies are requested to hold at least one community meeting on each of the six Hawaiian islands before adopting any statewide plan.

If a community meeting addresses an issue specific to a rural area, at least one community meeting is requested to be held in that rural area.

Notices for state and county public hearings and community meetings must include a mailing address and email address for testimony submission, plus a clearly written deadline for submitting written comments.

Certified copies of the resolution shall be transmitted to the Governor, Lieutenant Governor, heads of each principal department, and the mayor of each county.
