Request the Department of Agriculture to study and recommend methods to increase compliance with agricultural land requirements and prevent abuse of agricultural land leases.

Study methods to increase effectiveness of Department inspectors in detecting noncomplying structures and uses, including enforcement of provisions prohibiting residential living and illegal structures on agricultural lands.

Develop programs and procedures to designate the Department of Agriculture as the primary state entity responsible for enforcing agricultural land compliance, including maintaining contact with farmers who file complaints.

Examine methods to prevent impermissible uses within agricultural districts, confiscate leases from individuals leaving state-leased agricultural land uncultivated for extended periods, and stop illegal subleasing of agricultural leases.

Department of Agriculture must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convening.
