Requests the State Auditor to conduct a performance and financial audit of the Hawaii Green Infrastructure Authority and its Hawaii Green Energy Market Securitization (GEMS) Program.

Directs the audit to ensure the Authority is fulfilling its statutory functions, powers, and duties under Hawaii Revised Statutes section 196-64, including making loans for clean energy equipment, managing the green infrastructure special fund, and hiring necessary staff.

Requires the State Auditor to submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the 2020 Regular Session convenes.

Directs certified copies of the resolution to be transmitted to the Director of Business, Economic Development, and Tourism, the Hawaii Green Infrastructure Authority Executive Director, and the State Auditor.
