Authorizes the Board of Land and Natural Resources to amend a 55-year term, non-exclusive easement for state submerged lands at Spreckelsville, Wailuku, Maui (Tax Map Key (2) 3-8-002:seaward of 001) covering an existing seawall, boulder revetment, and concrete rubble masonry structures.

Increases the easement area from 1,128 square feet to 2,206 square feet (1,078 square foot increase) as finalized by the Department of Accounting and General Services Survey Division.

Grantee (Seaview 2004, Inc.) must pay fair market value for the easement as determined by an independent appraiser and is subject to a $500 fine for the original illegal encroachment.

Authorizes use, repair, and maintenance of existing improvements on the easement area, which has been in place for over 90 years and provides safe public access and storm protection without impeding public beach access.

Requires prior legislative authorization under Hawaii Revised Statutes section 171-53 for leasing state submerged lands, with approval by the Governor also needed.
