Directs the Director of Commerce and Consumer Affairs to establish a task force to study the feasibility of legalizing sports gambling in Hawaii, following the May 14, 2018 U.S. Supreme Court decision allowing states to authorize sports gambling.

Task force membership includes the Director of Commerce and Consumer Affairs (chairperson), Director of Business, Economic Development, and Tourism, Attorney General, Chief Information Officer, a private practice attorney with sports gambling law knowledge, and two public members with sports gambling knowledge invited by the Senate President and House Speaker.

Allows the Director of Commerce and Consumer Affairs to invite additional individuals with relevant knowledge or experience to participate in the task force.

Exempts task force members from Hawaii Revised Statutes chapter 84 (conflict of interest laws) solely due to their task force participation.

Requires the task force to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.
