• Request the U.S. Army Corps of Engineers, State of Hawaii, and City and County of Honolulu establish a working group to address the Ala Wai Canal Flood Risk Management Project and related watershed matters.

• Working group must facilitate public meetings, record community concerns, and develop design options that address impacts on schools, cultural institutions, private property owners, and ecosystem preservation, including alternatives to hard structures.

• Working group membership includes representatives from the Mayor's office (as chair), USACE, Governor's administration, state legislature members, Honolulu City Council, and the School for Examining Essential Questions of Sustainability.

• The Ala Wai Watershed project received $345,000,000 in federal appropriations in July 2018 and requires $125,000,000 in local matching funds; a one-hundred-year flood event could damage 3,000 structures and require over $1,000,000,000 in repairs.

• Working group must submit findings and recommendations to the Legislature no later than twenty days before the 2020 Regular Session convenes.
