Requests the Department of Transportation to conduct a study on whether vehicle safety inspections are necessary in Hawaii.

Study should examine the feasibility of eliminating or modifying Hawaii's vehicle safety inspection requirements under chapter 286, Hawaii Revised Statutes.

Study should review laws from other states that have eliminated or modified their vehicle safety inspection requirements.

Department must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2020 Regular Session convenes.
