• Requests the Department of Education to conduct a study assessing the adequacy of vocational education programs to prepare students for vocational careers.

• Requires identification of vocational career fields in Hawaii with current or projected demand for skilled workers, no four-year degree requirement, and middle-class wages.

• Mandates assessment of accessibility and availability of the Department's current vocational course offerings and a plan to address any deficiencies identified.

• Requires recommendations and strategies to attract and retain qualified vocational teachers and eliminate hiring barriers for vocational subject instructors.

• Directs the Department to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the 2020 Regular Session.
