Request Department of Business, Economic Development, and Tourism to establish an International Moon Base Alliance committee comprised of government, industry, and research institution representatives to provide recommendations for developing evolvable lunar architecture on the island of Hawaii.

Committee to include representatives from Hawaii-based aerospace organizations, NASA, Federal Aviation Administration, U.S. Indo-Pacific Command, U.S. Army Pacific, lunar research groups, universities, major corporations in aerospace and technology sectors, space advocacy organizations, and international space agencies.

Include participation from chairs of relevant Hawaii State Senate and House committees (Energy/Economic Development/Tourism, Technology, Economic Development/Business, and Public Safety/Veterans/Military Affairs).

Department to submit interim report to Legislature no later than 20 days before 2020 Regular Session convening and final report no later than 20 days before 2021 Regular Session convening, with findings, recommendations, and proposed legislation.

Transmit certified copies of resolution to Governor, NASA Administrator, FAA Administrator, military commanders, and relevant state legislative committee chairs.
